Chidambaram’s legacy faces test

The Indian Mujahideen, continuing presence of insurgent groups in Myanmar, sharing of intelligence and technical support to operations, and investigative issues in Left Wing insurgency are some of the major issues that will be deliberated threadbare in the three-day conference of police chiefs of all states beginning here on September 6.

This will be the first major meeting on internal security by Union home minister Sushilkumar Shinde and would be watched closely by the security forces to know if he is keen to take forward the legacy of P Chidambaram — under him the home ministry worked towards setting up the NCTC and Natgrid and took the battle to Naxal strongholds instead of containing them — or if he has some other plans in mind.

After the home minister’s address and an overview of the national security by national security advisor Shiv Shankar Menon, the conference will begin with presentation of reports of working groups on J&K, the CBI and the IB.

The IB is expected to bring up discussion the latest case of terrorists caught in Bangalore and Hubli unconnected to any known organisation, as standalone educated terrorists is emerging as a new trend in the country.

The meet would also discuss the infirmities in the legislative regime and what kind of amendments are needed to overcome them. The last day of the conference will deliberate on the court monitoring system, gender issues in investigation and handling of suspects in custody, human trafficking, VIP security and how to decrease the use of excesses in general law and order situations.

The meeting will also review the information gathering mechanism its proper sharing and necessary action, how to deal with economic offences, especially fake currency notes, modernisation of police force, procurement of arms and ammunition and filling up of police vacancies, particularly constabulary.
