Maharashtra withdraws cases against Naidu

Maharashtra government on Tuesday withdrew all cases against Telugu Desam Party (TDP) president N Chandrababu Naidu. Nanded District Collector Ajay Ghulane filed an affidavit in a local court on Tuesday afternoon withdrawing all cases against Naidu and his 65 supporters.

Naidu was released in the evening but remained defiant saying he would again visit the Babhali dam site. He also accused Maharashtra Police of arresting him illegally.

""I don't know why they have dropped the cases. We were in Andhra, the police especially the SP and IG told us that we are going to shift Babhali and that's how they took us to Maharashtra border. Then they took us to IGI campus, they kept us there for 24 hours. Finally, they produced us before the magistrate on certain cases. Magistrate insisted us to take bail on personal bond. We told him that we didn't commit any crime. We were in Andhra, there is no jurisdiction for Maharashtra Police to take us. They treated us very badly," said Naidu.

"Again, we are going to fight, we are not going anywhere. They have beaten all my MPs, MLAs," added Naidu.

TDP Spokesperson MV Mysoora Reddy claimed that false cases were registered against Naidu and other TDP activists.

"We have been stating this since the beginning that false cases were registered against our leader and the delegation. But our agitation will continue. Our demand is still the same. We are not violating any law or taking law in our own hands," said Reddy.

Earlier in the day Naidu and his supporters were forcibly shifted from Dharmabad in Nanded district to the Aurangabad Central Jail. Naidu had on Monday rejected a magistrate's suggestion to seek bail and return to Andhra Pradesh.

Naidu and TDP members were forcibly put into buses and driven away amid tight security as police lathicharged a crowd protesting their presence in Dharmabad.

The Maharashtra town has been tense after Naidu and his supporters, including TDP MPs and legislators, were arrested on Friday when they tried to proceed towards the Babhali dam, which they allege Maharashtra is building illegally and would deprive Andhra Pradesh of its due share of Godavari waters.

The leaders, including Naidu, had entered Dharmabad town to protest against the Babhali dam on the Godavari River on Friday.

CBI to probe Gali brothers

The state government on Tuesday decided to conduct a CBI probe into the alleged irregularities in mining operations in Anantapur district.

The Chief Minister, Mr K. Rosaiah, consulted the Congress central leadership, his key aides and the chief secretary, Mr P. Ramakanth Reddy, before deciding on a CBI probe.

Sources said the Kadapa MP, Mr Y.S. Jagan Mohan Reddy, was also informed of the decision before it was made public.

Mr Jagan Mohan Reddy, who has been charged by the Opposition of having a nexus with the Gali brothers running the Obulapuram Mining Company, welcomed the probe and said it would put all the allegations at rest.

“I did not receive a single rupee from OMC as they allege,” he told mediapersons and dismissed the whole controversy as a dispute between two private firms.

It was the Telugu Desam that first demanded a CBI probe and the Chief Minister’s decision is meant to take the wind from the Opposition’s sails. Sources said the Congress high command was wary of the TD and the Left trying to turn the OMC controversy into a national issue.

“It is also unhappy over the allegations that the Congress government is protecting a BJP minister,” sources pointed out.

The comprehensive probe will look into the activities of the six mining companies in the area. Mr Gali Janardhan Reddy owns four mining companies including Anantapur Mining Company and it is also learnt that the YM mining company has also been sub-leased to him.

His competitor, Mr S.K. Modi, who runs the Bellary Iron Ore Company in 27.12 hectares adjacent to OMC, has accused Mr Janardhan Reddy of illegally encroaching 0.225 hectares belonging to him. OMC, in turn, has accused BIOP of encroachin g upon 2.74 hectares of its land.

Mr Reddy is also facing accusations of illegally constructing a road from OMC land to Karnataka, of demolishing boundary pillars between H. Siddapuram and Obulapuram villages and illegally import and export of iron ore.

PCC chief post likely for Jagan

The Congress high command is planning to appoint the Kadapa MP, Mr Y.S. Jagan Mohan Reddy, as the president of the Andhra Pradesh Congress Committee.

Sources said that a meeting of the Congress Legislature Party will be called only after the son of the late YSR is elevated as the PCC chief. The Central leadership wants the young MP to work in the organisation like his late father, who had brought the Congress back to power after 10 years.

It is believed that the post of PCC chief will give Mr Jagan Mohan Reddy the proper profile as a leader and will prepare the way for his ascension to the top post. As of now, the high command does not want to disturb the current administrative setup put in place after the tragic death of YSR.

The party has become stronger in the state after the Lok Sabha and Assembly elections of April-May and the high command wants it to remain so. “Mr Jagan Mohan Reddy has a future if he waits for some time and emerges as a leader in his own right,” said a source.

D. Srinivas, Danam draw flak

The Congress party’s internal battles over the distribution of tickets for elections to the Greater Hyderabad Municipal Corporation (GHMC) spilled over to the streets on Friday, when hundreds of agitated partymen staged ugly demonstrations alleging that money was paid for selection of candidates.

They pointed an accusing finger at APCC president D. Srinivas and Greater Hyderabad Congress Committee (GHCC) chief Danam Nagender accusing them of ignoring genuine partymen and selecting outsiders.

The release of the first list of 130 candidates on Thursday sparked protests by disgruntled partymen who sat in dharna outside the residences of Mr. Nagender as well as Mr. Srinivas on Friday. The ruckus took its toll as the party failed to release names of candidates for the remaining 20 divisions.

As a fallout of the wild reaction, Mr. Nagender resigned as the City Congress chief. He called on Mr. Srinivas and submitted his resignation on the ground that he was hurt by allegations that he sold tickets. At least six MLAs -- T. Manemma, K. Laxma Reddy, Kuna Srisailam Goud, Akula Rajender, B. Raji Reddy and Bhikshapati Yadav -- accused him of allotting tickets to outsiders and unknown faces. Three of them – Mr. Laxma Reddy, Mr. Raji Reddy and Mr. Yadav – even threatened to resign as MLAs.

A high voltage drama was witnessed outside Mr. Srinivas’ residence in Jubilee Hills where infuriated cadres gathered in large numbers to register protest. Gandhi Bhavan, the party headquarters, was the target of stone pelting and witness to an aborted attempt by a party worker to set himself on fire after dousing himself with kerosene.

Led by former corporator D. Mohan, they stoutly opposed allotment of the ticket for Gunfoundry division to Madhu Goud, brother of BC Welfare Minister M. Mukesh Goud.

Andhra CM wants 10 new ministers

The Chief Minister, Mr K. Rosaiah, wants to induct 10 new ministers into the Cabinet.
Sources said that he wanted to either drop or give new portfolios to Mr Komatireddy Venkata Re-ddy (Nalgonda), Mr Pilli Subhash Chandra Bose (East Godavari), Mr Kanna Laxmi Narayana (Guntur), Mr Balineni Srinivasulu Reddy (Prakasam), Mr P. Ramachandra Reddy (Chi-ttoor), Mr N. Raghuveera Reddy (Anantapur), Mr Jupally Krishna Rao (Mahbubnagar), Mr Danam Nagender (Hyderabad), Ms Sabita Reddy (Rangareddy), Mr Ponnala Laxmaiah (Warangal), Mr Anam Ramnarayana Re-ddy (Nellore), and Shilpa Mohan Reddy (Kurnool).
Mr Rosaiah is expected to explain to the Congress president the need to recast the Cabinet at the appropriate time to refurbish the image of the government. “He wants to prove his ability to govern by bringing the cabinet under his control,” said the source.
The Chief Minister will pay another visit to Mrs Gandhi after he gets elected as CLP leader.

PR may opt out of civic polls

The Praja Rajyam and the Telangana Rastra Samiti have decided to stay out of the prestigious Greater Hyderabad Municipal polls.

Though the TRS on Thursday announced that it was not bothered about the civic polls, the Praja Rajyam is hesitating to disclose the decision of its political affairs committee fearing resentment among the party local leaders and activists. Friday is the last day for filing nominations.

“What is the necessity to contest in each and every elections irrespective of our party presence,” said the party chief Chira-
njeevi. “We will announce the final decision on Friday, but building the cadre and party in Twin Cities is of paramount imp-
ortant for us,” he added.

The party is still keen on an alliance with the Congress and leaders told Chiranjeevi that the presence of PR in the local body elections would benefit the TD, the BJP and other parties and would create resentment in the ruling party.

Meanwhile, the TRS president, Mr K Chand
rasekhar Rao, said that the GHMC polls were a “third class subject” about which he was not bothered. “Telangana is our priority and the TRS will not contest GHMC polls,” he said.

Y.S.Jagan in dilemma over campaign

To canvas or not in the upcoming GHMC polls. This is the big question that is weighing down Mr. Y.S. Jagan Mohan Reddy, the Kadapa MP, at the moment.

According to inner circles, Mr Reddy is yet to decide on the issue and has been discussing it with his mentor Dr K.V.P. Ramachandra Rao.

When newsmen asked Mr Verappa Moily, incharge of Congress affairs in AP, about a formal invite to Mr Reddy to campaign, he evaded a straight answer and said it is the responsibility of every MP to campaign. Similarly, neither the Chief Minister, Mr Rosaiah, nor the PCC chief, Mr D. Srinivas, has so far asked Mr Reddy to campaign.

Mr Reddy’s camp, however, is considering the pros and cons of getting involved in the campaign. If he doesn’t campaign and the Congress wins in the polls, party

leaders will say he is no more interested in taking up his father’s agenda of serving the party. They will also claim that the party can win elections without him. This will damage the prospects of Mr Reddy, the camp felt.

In the worst case, if the Congress fares badly, Mr Reddy will be blamed for not campaigning and for preventing a Praja Rajyam-Congress tie-up.

In case he decides to campaign, credit for the victory will not go to Mr Reddy. Three out of seven Congress MLAs from the city Marri Sasidhara Reddy (Sanatnagar), Dr P. Shanker Rao (Secunderabad Cantonment) and Mr P. Vishnu Vardhana Reddy (Jubilee Hills) have decided not to invite Mr Reddy, it is not clear how other MLAs will react.

Yadav asks CAT to get back his post

The former director-general of police, Mr S.S.P. Yadav, on Friday approached the Central Administrative Tribunal (CAT) challenging the promotion and posting of Mr R.R. Girish Kumar as the DGP.

Mr Yadav, who was transferred to the AP State Road Transport Corporation (APSRTC) as its managing director, challenged the order and a memo issued by the state government claiming that they were illegal.

He contended that Mr Kumar was illegally promoted as DGP in the apex scale. He requested the CAT to direct the state government to restore his position as head of the police force. Mr Yadav contended that Mr Kumar’s posting as DGP of the Anti-Corruption Bureau (ACB) in 2007 was illegal because he was only an additional DG at that time.

He had surpassed four DG-rank IPS officers who were senior to him and all of them were kept in ex-cadre posts, Mr Yadav said. As per the rules, only a DG-rank officer should hold the cadre post of director general, ACB, because it is one of the only two DG-cadre posts in the state. The other DG-cadre post is that of the DGP itself, he added in his petition.

Explaining the norms to maintain cadre strength of the IPS officers in the state , he said the total number of DGP-grade posts in the state should not exceed four.

For creating a fifth DGt, the Centre has to accord permission. No such permission has been accorded to the state by the Centre so far. While mentioning the proceedings of the selection committee, Mr Yadav said the committee recorded a finding that Mr Kumar’s promotion as DGP was illegal because it did not have the Centre’s nod. He urged the CAT to call for the records of the selection committee.

Rosaiah’s detractors to feel the axe effect

Firmly in the saddle, the Chief Minister, Mr K. Rosaiah is planning to restructure the ministry in order to get greater control over it.

Mr Rosaiah is expected to drop ministers who had made public their dissatisfaction with him such as Ms Konda Surekha (women’s welfare), and Mr P. Subhash Chandra Bose (social welfare). They had said that they would not stay in the ministry if Mr Rosaiah is asked to continue as Chief Minister.

When journalists brought this to Mr Rosaiah’s notice a few days ago, the Chief Minister had said he has no problem accepting their resignations.

However, the message from the pro-Jagan camp is: “Don’t remove anyone now. Inducting someone into the ministry is your prerogative.” It remains to be seen how the Chief Minister will react.

The Cabinet has 34 ministers, and the Chief Minister can take on as many as 10 more ministers. Dr K.V.P. Ramachandra Rao, chairman of the advisory committee on public affairs and chief mentor of the Jagan-as-CM camp, appeared to defend the pro-Jagan ministers. Sources close to Mr Rao said all the 34 ministers had taken the oath of office again on the advice of the party high command, thereby accepting Mr Rosaiah as Chief Minister.

The sources said that in early September, immediately after the death of Y.S. Rajasekhar Reddy, the ministers had wanted Mr Jagan Mohan Reddy to step into his father’s shoes. At no stage were they against Mr Rosaiah, the sources said. When the high command refused to change the leadership, the ministers understood the changed circumstances and were extending full cooperation to Mr Rosaiah, the sources said.

The Union minister, Mr Veerappa Moily, the AP Congress incharge, told the media on Sunday that the high command had no specific proposal to effect changes in the ministry unless the Chief Minister wanted it. He said the date for the Congress Legislature Party meeting would be finalised soon. The State Congress chief, Mr D. Srinivas, is flying to Delhi on Monday, his first visit there since the death of YSR. Those angling for a Cabinet berth are the former ministers, Mr K. Jana Reddy, Mr J.C. Diwakar Reddy, Mr D.L. Ravindra Reddy, Mr Marri Sashidhar Reddy, Dr P. Shanker Rao, Ms G. Kuthuhalamma, Mr Adala Prabhakara Reddy.

The senior legislators, Mr Erasu Pratap Reddy, Mr T.G. Venkatesh, Mr Basavaraju Saraiah and Mr M. Mahidhara Reddy are also lobbying for a ministerial job. Other aspirants are the MLCs, Mr K.R. Amos and Mr R. Padmaraju, and Mr P. Ramachandra Reddy, who had refused to be sworn-in as minister until Mr Jagan Mohan Reddy was made Chief Minister. Mr Ramachandra Reddy, however, has not uttered a word against Mr Rosaiah. In fact, he was the first person to be present at Raj Bhavan on September 5 when Mr Rosaiah formed his Cabinet.

Mr N. Raghuveera Reddy, minister for agriculture, who was the first to raise the Jagan-for-CM demand of “Jagan as CM” at Atmakur even before YSR’s body had arrived in Kurnool for the post-mortem, is also supporting the high command’s decision on Mr Rosaiah. Mr Anam Ramanarayana Reddy and Mr D. Nagender, who had insisted on a resolution by the Cabinet on September 3 requesting the Congress high command to make Mr Jagan Mohan Reddy the Chief Minister, have also had a change of heart.

Cong MP : Y.S.Jagan has 150 MLAs support

As the war of words goes on about the leadership issue in Congress, Anakapalli MP Sabbam Hari said nearly 150 party MLAs are with Jaganmohan Reddy. “The high command is very much aware of this fact,” he said.
He said some seniors in the party and a section of the media were creating confusion among the cadre. He said the MLAs and ministers have high regard for chief minister Rosaiah. “But they are very much clear on the leadership as they want Jagan to be made the CM,” he asserted.
He said political stalemate continues to prevail in the state after the demise of Y S Rajasekhara Reddy. He hoped the high command would take a proper decision and anoint Jagan as CM.

TD MLA destroys foundation stones, held

The Gudivada Town police on Wednesday arrested the local MLA and the TD leader, Mr Kodali Venkateswara Rao alias Nani, municipal chairman, Mr Lanka Dasari Prasada Rao, vice-chairman, Mr S. Chandrasekhar, TD town president, Mr Y. Srinivas, two councillors Mr Surapaneni Ajay and Ms B. Kotamma and five others for destruction of three foundation stones laid for construction of roads and other works in Gudivada town. The TD leaders were later released on bail. The TD functionaries staged a dharna in front of the One Town police station protesting against the arrest of MLA and other leaders and demanded that they be released immediately.
The minister for animal husbandry, Mr K. Parthasarathy, had laid the foundation stones on October 12 for developmental works in the town.
The TD leaders alleged the civic officials violated protocol and did not invite them to the programme.
The angry MLA and other TD leaders destroyed the stones on Wednesday. They asked the municipal officials why their names were ignored on the stone. They objected to the inclusion of names of former ministers and other Congress leaders.
The municipal officials replied that the Congress leaders laid the foundation stone and the civic authorities were not involved in the event.
The former minister and Congress leader, Mr Kathari Eswara Kumar, lodged a complaint with the police that the MLA and others vandalised the foundation stones and damaged public property. The MLA and others obtained bail after filing a petition.

Rosaiah gets support of senior leaders

In a new twist to the ongoing campaign to make Y. S. Jaganmohan Reddy as the Chief Minister, a group of senior party leaders at a meeting here on Saturday decided to rally behind Chief Minister K. Rosaiah and the APCC chief D. Srinivas by asking party cadres to fall in line and back the high command’s decision.

At the meeting, which was held at the residence of former Minister Palvai Goverdhan Reddy here, former PCC chief P. Narsa Reddy, APCC spokesperson B. Kamalakar Rao and MLCs K. R. Amos and K. Yadava Reddy came out openly in support of the Chief Minister.

During the over two-hour-long discussion over lunch, these leaders, who were earlier vocal in demanding separate statehood for Telangana, resolved to take up a new slogan of loyalty to the high command. The leaders reportedly faulted Ministers for not extending cooperation to Mr. Rosaiah and felt it amounted to gross disobedience to the respected Chief Minister and violation of the AICC’s diktat. The Ministers should take up the issue of Jagan with the party’s central leadership directly instead of resorting to such tactics. The meeting also expressed resentment at the disruption of membership drive by workers, demanding that Mr. Jagan be made the Chief Minister. The leaders opined that YSR himself never defied the high command and took all important decisions in consultation with it.

The APCC president called on Mr. Rosaiah on Saturday night and is understood to have discussed organisational matters of the party, including the ongoing membership drive.

Meanwhile, K. V. P. Ramachandra Rao, YSR’s aide, is likely to visit New Delhi on September 29, the third such trip in a fortnight. Sources said Dr. Rao is scheduled to attend a Parliamentary committee meeting, but is likely to resume his efforts to meet AICC president Sonia Gandhi and other central leaders to convince them to take a decision on Mr. Jagan.
Strong message

YSR’s loyalists took stock of the developments at Jagan’s meeting at Nallakalava in Kurnool district on Friday and expressed satisfaction that it could send across a strong message to the party leadership about the mass support for YSR and his family. The meeting, which was held at Dr. Ramachandra Rao’s residence, was attended by Ministers Shilpa Mohan Reddy, Gade Venkat Reddy and Md. Syed Ahmedullah besides others.

While there was no political overtones in the speech, some leaders felt it would have been better if Mr. Jagan had made some reference to the party high command and to Ms. Sonia Gandhi.

Jagan says ready to take up mantle

Breaking his silence, Mr Y.S. Jagan Mohan Reddy, son of the late Y.S. Rajasekhar Reddy, on Friday gave enough hints that he was ready to take up the political mantle to fulfil his father’s dreams.

“I find YSR in everyone’s smile,” Mr Jagan Mohan Reddy said in an emotional speech in a meeting at Nallakaluva, about 30 km from Atmakur in Kurnool district, after visiting the site where his father perished in a chopper crash.

“I see him in everyone. I will be part of your family and let us together fulfil the dreams of YSR.” Contrary to speculation that he would offer a silent floral tribute at the crash site at Pavuralagutta, Mr Jagan poured his heart out and promised to visit the kin of all the 660 people who died of shock or committed suicide following the death of YSR.

Mr Reddy flew down to Pavuralagutta on Friday morning and later participated in an all-faith prayer meeting at Nallakaluva. His supporters raised slogans in his favour and a Muslim cleric prayed to God to make him the Chief Minister. “YSR is no more, but he left behind his heart and soul,” he said amid applause. “After his death, lakhs of people have consoled me and my family members, saying we are with you.”

Mr Jagan Mohan Reddy’s statements thrilled his supporters but might add to the unrest in the Rosaiah government which is trying to settle down and focus on governance. His promise to visit houses of kin of the 660 dead people will also put pressure on the government to announce ex gratia for them.

KVP tells Jagan to call off yatra

Mr K.V.P. Ramachandra Rao, close friend of the late YSR, has reportedly urged the latter’s son, Mr Jagan Mohan Reddy, to drop his plan for a ‘yatra’ to console families of people who died of shock after hearing of his father’s death.

Mr Rao, who is lobbying hard to make Mr Jagan Mohan Reddy the successor of YSR, felt that this was not an opportune moment to take out a yatra. However, Mr Jagan Mohan Reddy will be visiting Idupulapaya, Pulivendula and Chinthagundam, the crash site in Nallamalai Hills, by this weekend even as the political uncertainty over YSR’s successor continued in the state.

Mr Rao, who returned from Delhi after talks with the party high command, briefed ministers and MLAs of the Jagan camp at his residence in Banjara Hills. He apparently told them the brass had “overall” been positive to the request to make Mr Jagan Mohan Reddy the Chief Minister. Mr Jagan Mohan Reddy’s loyalists persuaded Mr Rao to continue his push with the high command.

He is likely to leave for Delhi on Wednesday. “Everything is left to Mrs Sonia Gandhi,” he said. “We hope the high command will take an appropriate decision in accordance with the prevailing public opinion.”

Behind The Scene: KVP balloon punctured

Rajya Sabha member K V P Ramachandra Rao appears to have realised that without his friend late Y S Rajasekhara Reddy, he is nothing in New Delhi.
When YSR was alive, KVP used to accompany him to Delhi on political visits and he was being treated with respect by the people in the AICC. But once YSR is dead, the leaders have started ignoring him.
Though AICC president Sonia Gandhi, Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee and others had given him respect in the initial days of YSR’s death, because of the attachment he had, but once he started lobbying for Jagan, they suspected that KVP has his own interests.
That was when they punctured his balloon. The kind of treatment KVP got in his first visit to Delhi was not seen in his second visit. He met a few leaders, but they told him that it was better he stop lobbying for Jagan, since Sonia would know everything. KVP had to return empty handed!

Paying his tribute to the late Chief Minister, director Puri Jaganath has decided to direct a film on Dr Y.S. Rajasekhar Reddy. The film is titled Rajasekhar Reddy.

Tollywood actor, Rajasekhar, who is also co-producing the film, will play the lead. The filmmakers said that they would start shooting for the movie after three months of extensive research on the YSR’s life.

They would also seek Mr Y.S. Jagan Mohan Reddy for inputs among the close circles of Dr. YSR.

“We are taking extreme care in making this film. I feel very lucky to do this character. The story will cover the political career, family and other aspects of the chief minister’s life. We will carry out research and get the director to meet all the friends and family members of Dr Rajasekhar Reddy to ensure the story is close to his real life” said actor Rajasekhar.

“As we wanted a star director to take up this project, we contacted Puri Jaganath and he readily agreed. This movie will be on par with Iruvar, Gandhi and Nayakudu” said Jeevitha Rajasekhar, actor-turned-politician.

Congress in no hurry to pick new leader in Andhra

Amid indications that he may have to play his role as chief trouble-shooter for Congress, finance minister Pranab Mukherjee suggested that the party would wait for the emotional upsurge over Y S Rajasekhara Reddy's sudden death to subside before taking a decision on the leadership issue.

With YSR loyalists pressing for Jaganmohan Reddy to be made chief minister in Andhra Pradesh, the Congress leader is careful about being non-commital on the sensitive issue by not ruling out any probablity. He fended off questions on whether Jagan could be a chief ministerial nominee.

Speaking on the issue at an interaction with women journalists at IWPC on Friday, Mukherjee, said, "It is not a major issue. It is unfortunate that Andhra Pradesh has lost a tall leader and chief minister... there is an emotional upsurge there... and I do hope that it will be possible for the leadership to find a way out for CLP to choose their next leader. It may take longer but it will be resolved. Nothing has been decided yet."

The party does not want to take a decision in a hurry as it admits the "emotional upsurge" needs to ebb before taking a final call on the situation. The party is also keen to allow MLAs to decide on who will be the chief minister, an exercise which will see a party emissary seeking the view of the legislators.

While the situation may be complicated, central party leaders are hoping that the matter can be resolved within a week and not drag on for more.

Congress seems to have adopted a two-pronged strategy by trying to persuade Jagan to accept the party high command's decision while sounding tough about Rosaiah continuing as CM.

"There is nothing called a caretaker chief minister - a CM is a CM," party spokesman Manish Tiwari told reporters. Asked about the possibility of a new CM being inducted, he pointed out that "there is a chief minister and a Cabinet which has taken oath".
